President Moon pressed the issue of car batteries on Li Keqiang, the issue previously raised by LG Vice Chairman Bon Joon Koo

Moon requested Russia’s assistance on behalf of Hyundai and Samsung Motors, and mentioned Ssangyong E&C in talks with Singapore

 

President Jae In Moon, in his meeting with the high-level national leaders during his trips to three countries in Southeast Asia in Jan 14th, appealed a business friendly side of his administration.

On the previous day (13th), Moon urged Prime Minister Li Keqiang, China’s ‘economy czar,’ to resolve the difficulties of South Korean companies due to China’s economic retaliation following Korea’s decision to allow deployment of America’s THAAD missile defense system. Afterwards, President Moon has called for interest in and cooperation with Korean companies through a series of summit meetings with Singapore’s Prime Minister Lee Hsien Loong and Russian Prime Minister Dmitry Medvedev.

In meeting with Prime Minister Li Keqiang in the Philippines on May 13, the President's first meeting with the Chinese Prime Minister since his inauguration, President Moon asked for the withdrawal of China's THAAD economic reprisals.

President Moon recalled that many companies in Korea had suffered from the stagnation of the Sino-Korean relationship due to the THAAD problem. In order to resolve the difficulties of Korean companies and to promote economic, cultural and tourism exchanges between the two countries, Mr. Moon requested the Prime Minister's interest and cooperation.

Specifically, he mentioned (i) rapid resumption of high-level economic consultations between the two countries in order to resolve the difficulties and stimulate investment of the two companies, (ii) withdrawal of electric vehicle battery subsidy exclusion of Korean companies in China, and (iii) withdrawal of anti-dumping restrictions on Korean products.

Prime Minister Lee said, "we should pay attention to consumer concerns and safety issues, such as the electric car battery problem." The matter of anti-dumping restrictions on Korean products will be “resolved as per WTO regulations,“ he said. In short, Mr. Lee took a cautious attitude instead of providing straight answers.
 

However, Prime Minister Lee said, in a big picture perspective, "it is difficult to avoid some specific and sensitive problems during the course of development of our bilateral relationship, but the prospects for substantial cooperation are very bright."

The issue of electric vehicle battery subsidy, one of Mr. Moon’s requests, was first brought to his attention by Mr. Bon-joon Koo, the then-Vice Chairman of LG. At that time, the former vice chairman said, "we’re unable to sell (electric) cars to China because they have an informal policy of saying yes to Japanese companies and no to Korean companies when it comes to car batteries.”

Mr. Moon also demonstrated his desire to support Korean companies at the meeting with Prime Minister Medvedev.

Mr. Moon requested customs procedures be streamlined and secure trains to be made available for Korean companies such as Hyundai Motors and Samsung Electronics so that they can make use of the Trans - Siberian train. Mr. Moon also asked for Russian government's interest in a follow-up contract that follows the expiration of the investment preference contract of Hyundai Motors in St. Petersburg next year.

Prime Minister Medvedev responded by expressing his willingness for bilateral cooperation, saying, "we are willing to discuss the Korea-Eurasian Free Trade Agreement (FTA) closely with Korea."

In a meeting with Prime Minister Lee Hsien Loong, President Moon stressed the role of Korean companies in Singapore, saying, "Korea has a special economic partnership with Singapore, where Korean companies built significant Singaporean landmarks such as Marina Bay Sands." This was a recognition of Ssangyong E&C, who was the sole contractor for the construction of Marina Bay Sands Hotel.

Lee said, "as President Moon said, Marina Bay Sands, a great engineering marvel, was indeed built by a Korean company." “I hope that such cooperation will continue,” he said.

During his January 11th meeting with Vietnamese President Tran Dai Quang in Danang, Vietnam, President Moon urged the tariff-free treatment of Korean automobile parts to expand Korean corporate investment in Vietnam. "Vietnam will welcome the expansion of investment by Korean companies," Quang said.

Commenting on Mr. Moon’s business friendly diplomacy, a Blue House official said, "I think the President heard a lot of difficulties faced by Korean businesses during the meeting with key Korean business leaders last time. The President is simply doing what he can to address those issues in his meetings with world leaders."
